Pokémon Heart Gold mirrors Soul Silver's full Johto rebuild with Heart Gold version exclusives and the same Pokémon-following system. Randomized encounters pull from the complete HGSS Pokédex — all 493 Pokémon are in play across Johto and Kanto. Heart Gold's version-specific event Pokémon and exclusive rosters all get rolled into the random pool.

Heart Gold and Soul Silver are effectively the same experience with different version exclusives, and randomization makes that distinction completely irrelevant — the full 493-Pokémon pool is in play regardless. Ho-Oh's late-game encounter at Tin Tower is randomized, so the legendary you chase through Johto is a different Pokémon each seed.
